Reveler, Avesta top off 201-unit affordable apartment complex in Portland

Developers of one of the largest affordable housing projects in the state celebrated the building’s “topping off” Tuesday in Portland’s West Bayside neighborhood.


The ceremony marked the installation of the final structural component of the six-story, 166,000-square-foot building and the end of the first phase of construction.


The 201-unit Bellwether apartment complex, being built at 89 Elm St., is a joint project by Reveler Developer and Avesta Housing, both based in the city.


“The Bellwether is an important first step in realizing our long-term vision for the Bayside Master Development Plan,” said John Laliberte, CEO of Reveler Development, “transforming underutilized land into a connected, mixed-use neighborhood with much-needed housing, activity and a stronger sense of place.”
